James, D. (1998). The Impact on Higher Education of Standards for Foreign Language Learning: Preparing for the 21st Century. ACTFL White Papers,(Fall), (11-14).

This article would be of interest to those who study the history of the Standards movement in the United States. It was published two years after the release of the National Standards, lays out initial reactions from faculty at institutions of higher education. The author describes an overall reluctance or dismissal of the Standards at this level, for historical and pragmatic reasons and a lack of common vision for language study in the post-secondary world. As a result, higher education has not collaborated successfully with language professionals at other levels to create a seamless K-16 learning experience from the student's perspective.
