This report would be of interest to teachers and administrators of second-language programs at all levels, especially those who are relatively unfamiliar with Standards-based systems. After an initial presentation of different metaphors that guide how Standards are used, the author explains the connection between National Standards and state/local frameworks. He then presents a classification of the different states' efforts in creating Standards, describing which are based on, modified from, or depart from the National Standards. Finally, the article describes three specific cases (Texas, Massachusetts, Nebraska) that were modeled on the National Standards.
