This report would be of interest to teachers and administrators of second-language programs at all levels, especially those who are relatively unfamiliar with Standards-based systems. After an initial presentation of different metaphors that guide how Standards are used, the author explains the connection between National Standards and state/local frameworks. He then presents a classification of the different states' efforts in creating Standards, describing which are based on, modified from, or depart from the National Standards.
