Phillips, J. K. (2003). National Standards for Foreign Language Learning: Culture, the driving force . In Lange, D. L. & Paige, R. M. (Ed.), Culture as the Core: Perspectives on Culture in Second Language Learning. (pp. 161-172). Greenwich, CT: Information Age.

This chapter would be of interest to teachers at any level, as well as researchers and administrators interested in how the Standards are intended to impact foreign language education, with a particular focus on culture. Phillips describes how, in a Standards-driven curriculum, culture moves from the periphery of the four skills to influence every aspect of the curriculum. She argues that culture dominates the 5 C's, as it interacts with all goal areas.
