This chapter, of particular interest to school administrators, directors, and language program coordinators, describes the factors leading up to the creation of the Standards as a model for curricular reform. Schwartz outlines three methods of diffusion by which the Standards are integrated into mainstream curricula: center-periphery, research development and diffusion, and problem solving. She concludes with a discussion of the both the benefits and drawbacks of combining the latter two approaches.
