This article provides an overview of the implementation of K-12 Standards-based world languages programs in NJ. Following a historical review (1995-2005) of the process, Jensen describes serious funding and administrative obstacles. The author notes that three critical elements are necessary for success: policy, accountability, and professional development. She further argues that states need national policies to support the credibility of any long term changes in language education.
